Official Guild Name: Crafts and Trades Coalition
Areas of Authority: Anything you can make with your hands and then make a living at doing so with.

Guild Summary: Every particular trade has its own head within the Coalition; Usayi speaks for tailors, but there are heads for weavers, smiths, carpenters, masons, and so on. As someone who had some relative experience with government, Usayi volunteered to serve as a speaker and contact point, but practically speaking he's equal to the other trade masters.

Members are ranked by experience level and reliability within each trade, and any disputes between them are settled by the masters if they can't be managed at the base level. It's also worth noting that the unity Usayi encourages means that offending one trade means you may find the others also suddenly less friendly.

Official Guild Name: Healers Guild
Areas of Authority: Physical and mental illness and injury; healing techniques magical and mundane; the passing-down and recording of those techniques; the gathering and processing of natural materials for medical uses.

Guild Summary: The Guild is more or less run by Raine Sage (Foreigner) and the kedan named Suhiet. The Guild has already existed, and is simply formalizing its structure for the purposes of the circle. Until this date, Raine's been in charge of most of the magic and physical injuries, and Suhiet has handled mental illness almost entirely, as well as working with Raine to record as much as they can, in as many languages as they can. With the advent of the multiple-guild setup, Suhiet is stepping forward to be a proper co-leader rather than a second, and while Raine still runs much of the Guild, there isn't much she does that Suhiet can't, or that someone else isn't prepared to do come that inevitable day when the Foreigner returns home.

Much less priority is put on hierarchy than listening to the healers with more experience and not doing stupid things when you're told not to.

That said, the main divisions are magical healing, mundane healing, records, and medicines, and most of those who work there full-time instead of volunteering part-time are expected to be familiar with at least half of those domains.

Description: Suffers no nonsense but has a reasonable bedside manner, unlike some healers. Suhiet is good at navigating difficult conversations, fairly calm-tempered, and has only once been seen to yell; that singular instance was to stop someone ingesting something poisonous. Very short, likes to have visible scaling somewhere on her face, doesn't bother shapeshifting much apart from that.

Official Guild Name: The Board of Sciences
Areas of Authority: Deals largely with getting funding for various research organizations. This can be environmental, biological, medical, technological, academic, etc. Because of the broad strokes the guild covers, a few branches work closely with other guilds.

Guild Summary: The Board is divided into five facets, each headed by a small hierarchy of individuals. Because of the closely knit nature of the guild, many of these divisions overlap and one person can have work for several different departments.
    Treasury/Funds - Manages funds and resources.
    Communications/Public Relations - What it says on the tin, really. Deals with communicating their goals to the public and fellow guilds, and also getting support.
    Academic Sciences - works closely with the Collegiate Society to help encourage science programs in educational facilities, donating or funding equipment and texts and providing scholarships to students.
    Practical Sciences - Deals with research that happens outside Academia, including environmental and medical research. Works closely with the Natural Resources Guild and the Healer’s Guild with getting up-to-date data.
    Ethics Committee - Ensures any live testing is held to strict standards. Going against the code of conduct would mean a pull in funding. Still in its infant stages.

Contact Person: Kyde (played at [personal profile] ironthorns)
Description: Kyde is a chemistry professor with a reputation for being a bit... scatterbrained at times, though these days he seems to be taking his work a bit more seriously. Despite still being perpetually late to his own lectures, he has a considerable portfolio of accomplishments in the field of chemistry and is passionate about the sciences in general. He looks rather young, despite being well into his thirties, often mistaken for a student rather than a professor (and he hasn’t really grown out of that college mentality of sleeping to noon and living off deep fried sea prunes) and has a rather bubbly personality. He is enthusiastic about his work and an all around curious individual.

He had originally settled into a more diminished role in the communications branch, but he was also the foremost proponent of an ethics committee. Which, incidentally, was taken as volunteering and resulted in him becoming one of its foremost members. He is currently pushing for breaches in ethics to have legal repercussions.

Official Guild Name: Guild of Justice and Arbitration
Areas of Authority: Legal matters and disputes between kedan and Foreigners alike - the Law to the KPD’s Order, if you will. The Guild consists of several Arbitrators who mediate between the parties who come to them to resolve any issues. Each Arbitrator usually specializes in certain problems, including domestic disputes, theft, and murder. The Arbitrators are carefully vetted and regarded as incorruptible, because if there is suspicion that they are not above-board, it calls the whole system into question.

Guild Summary: The Guild of Justice and Arbitration has a reputation for being entirely neutral in legal disputes of all sorts, whether they are minor offenses or major, civil or criminal. While not a litigious people, the kedan do turn to the courts when they have been wronged...and are not afraid to do so to Foreigners. The Guild is usually consulted when the involved parties cannot come to an agreement on their own. The neutrality of the Guild, however, means that not everybody leaves Xiadeng Hall as happy as they might like - though even the parties that feel as though they’ve been shortchanged grudgingly admit that the law is the law, and that while they have the opportunity to contest the decisions of the Arbitrators, few ever do.

Description: A respected Arbitrator, Eliyen is known for being even-handed with all disputes. She shows no bias towards either party, and while she resents the Foreigners that do not treat Keeliai as though it is their home, she doesn’t let that interfere with her work. If she feels that her time is being wasted, she unleashes her considerable temper.

Official Guild Name: Collegiate Society
Areas of Authority: The College and other schooling establishments in various sectors, determining the standard level of education for kedanese children, training and resources for teachers and instructors.

Guild Summary: As a family unit focused people, the kedan have always valued education highly. While there has always been an apprenticeship system throughout the city (which is handled by a different guild), there has been an improvement in recent years of more theoretical and academic pursuits, helped by the creation of the College, and the knowledge and technology obtained from both Foreigners and from other continents. Most of the guild's business outside Xiadeng Hall is conducted at the College itself.

Description: An elderly male kedan, Bralon puts everyone in the mind of a kindly grandfather type. He's always ready with encouragement or gentle criticism, but he's always honest. He is a professor of architecture and engineering at the College, and he also serves as a counselor for both students and teachers.

Official Guild Name: Natural Resources Guild
Areas of Authority: Agriculture, forestry, livestock, mining, water management

Guild Summary: The Natural Resources Guild is headed by a council of nine members who represent experts and leaders in all areas of resource management. While members of this guild are primarily located outside the city, those focused on water management and the recent development of hydroponics throughout Keeliai can also be found within its walls. The guild members are critical to food production and careful stewardship of Tu Vishan's shell to ensure that nutrients and soil remain viable. As such, their work is vital to the survival of citizens of Keeliai, particularly in times of shortage. Rather than an office in the city, they have a liaison who travels between the fields and the Xiadeng Hall on a regular basis, although the guild council does have a designated meeting location several kilometers outside Keeliai.

Description: Cheym is a tough, down-to-earth kind of person. Having worked in the fields for most of his life, he's knowledgeable about the trials and tribulations of growing food and raising livestock, as well as some of the challenges of politics. He doesn't trust easily, and Cheym will generally treat everyone with equal measure until they prove themselves one way or another. Always willing to bargain for the best possible results for everyone involved, Cheym is good at finding alternate solutions to thorny problems. He does, however, have a very long memory, which can be either a very good thing or a very bad thing, depending on what someone may have done in the past.

Official Guild Name: Service Workers Association
Areas of Authority: Primarily advocating for employees and owners of establishments that provide services such as restaurants, bars, brothels, and waste management, as well as workers of any other industry.

Guild Summary: Led by a three-member council of prominent workers and business owners, the Service Workers Association works both internally and externally to support and advocate for individuals who work in service industries. This includes ensuring fair wages and working conditions, providing support for unemployed workers to find new jobs, assisting with training and apprenticeship programs, and mediating member disputes (especially between business owners and employees). The main SWA office outside of the Xiadeng Hall is located in the Central Sector to be as accessible to workers as possible, and provide resources quickly when needed.

Description: One of the older kedan in Keeliai, Rosyn has aged with elegance. She’s also old enough and has seen enough, however, that she’s about done with caring what people think of her as a person and speaks her mind almost regardless of who she’s talking to: Rosyn is very blunt and has a sharp tongue at times. She runs the Shaded Lantern, one of the oldest and largest brothels in the Fire Sector, and between her business and her longevity, Rosyn has access to a great deal of information about Keeliai's citizens. While the old woman may not look like much, no one really knows how much leverage she has to bring to the table, and she didn't survive this long without being exceedingly clever and careful.

Official Guild Name: Merchants Guild
Areas of Authority: Commerce on Tu Vishan, trade with other continents, loans, business licensing and real estate allotment.

Guild Summary: As one of the older organizations in Keeliai, the Merchant's Guild has remained a neutral establishment unaffiliated with any particular power in the city, even though multiple changes in the political landscape. Originally established during Emperor Eshai's rule, its level of influence in the city rose markedly after the kedan re-established their independence. The Guild is headed by an internal council of prominent businessfolk. It's non-Xiadeng Hall office is located in the Earth Sector. The Merchant's Guild handles the leasing of land and buildings for businesses, provides startup funds and loans throughout the city, and manages disputes relating to commerce.

Contact Person: Odyni (played at [personal profile] ironcoin)
Description: A student of the former Merchant's Guild representative, Aroyan, Odyni was quite close to her mentor and understandably hit hard by his death. To that end, this young woman does put a lot of blame on the Foreigners for not using their extraordinary abilities to heal him, especially once kedanese efforts failed to cure the disease. As per tradition, she took over Aroyan's position as the liaison to the Foreigners where the Guild's interests are concerned, but she's hardly the genial and kindly figure that her mentor was. Those who are looking to deal with the Merchant's Guild for loans, businesses, and real estate may discover that they're not getting quite the generous spirit of things they once had.
